Is a 12" rim too big for a 28x10.5s mt slick?

They recommend +/- 1" of the tread width for the wheel size.

I have the 29.5 X10.5 Hoosier slicks on 12" rims.  The guy at Hoosier Mid-Atlantic told me it was fine, after all he installed them.
